Position Overview
FINCA Microfinance Bank Tanzania is seeking a qualified and experienced Administration Manager to ensure efficient and effective day-to-day administrative operations across the organization. Reporting to the Chief Financial Officer, the Administration Manager will play a key role in asset maintenance, procurement, facilities management, and overall resource administration.
The position is responsible for mobilizing, safeguarding, and optimizing the use of the Bank’s physical and financial resources, while preparing management reports in accordance with FINCA Tanzania’s administrative policies, procedures, and regulatory requirements.
Key Responsibilities
1. Procurement and Asset Management

Assist in the procurement of assets in compliance with FINCA Microfinance Bank administrative policies and procedures.

Prepare annual procurement plans and monitor implementation against approved plans.

Advertise for bids and quotations, manage pre-qualified suppliers, and prepare procurement contracts.

Review Local Purchase Orders (LPOs) prior to submission to suppliers.

Analyze quotations, conduct supplier evaluations, and liaise with suppliers, landlords, utility providers, and other stakeholders.

Serve as Secretary to the Procurement Committee.
2. Premises and Facilities Management

Survey, assess, and recommend suitable office premises in accordance with approved guidelines.

Evaluate premises suitability in collaboration with Risk and Compliance teams to ensure compliance with Bank of Tanzania (BoT) and FINCA requirements.

Prepare tenancy and contractor agreements in collaboration with Legal and user departments.

Oversee office refurbishments and procure required assets for premises.

Manage utilities for all FINCA Tanzania offices.

Ensure proper maintenance, licensing, and operational readiness of vehicles and motorcycles.

Supervise office maintenance, furniture adequacy, and general upkeep.
3. Security and Insurance Management
-
Ensure adequate security for all office locations and assets in line with FINCA policies.

Monitor functionality of alarm systems and guard services across all premises.

Receive, review, and address security reports from branches in a timely manner.

Issue staff identification cards and visitor gate passes.

Ensure all assets, premises, staff, and operations are adequately insured.

Arrange annual insurance coverage for newly procured assets.

Process insurance claims on a monthly basis and follow up on outstanding claims with insurance brokers and the Bancassurance Manager.
4. Staff Supervision and Administrative Support

Supervise, monitor, and evaluate Administration Assistants and Office Assistants in accordance with Human Resources policies.

Build capacity of administrative staff to effectively manage security matters at branches and Business Centers.

Ensure availability, functionality, and proper utilization of telephone and communication facilities across all offices.
5. Budgeting and Policy Development

Prepare and manage the Administration Department budget.

Develop, review, and update administration policies and procedures as required.
Education and Experience Requirements
-
Bachelor’s Degree in Business Administration or a related field from a recognized institution.
-
Postgraduate qualification in Procurement will be an added advantage.

Professional procurement qualification such as CPSP (Certified Procurement and Supplies Professional) is mandatory.

A minimum of five (5) years’ relevant work experience in the financial sector, with at least two (2) years at a managerial level.

Demonstrated experience in procurement, administration, and facilities management.
