1. DEPARTMENT OF FINANCE
Position: Bursar (1 Post)
Purpose of the Job
To provide strategic leadership in financial planning, budgeting, reporting, and effective management of the University’s financial resources. The Bursar will also provide technical guidance on investments, compliance with taxation laws, partner agreements, and sub-grantee financial management.
Key Roles and Responsibilities
a) Operational Planning and Budgeting
-
Coordinate preparation of annual operational plans and budgets.
-
Review and consolidate departmental and project budgets.
-
Prepare Council papers for Management, Finance Committee, and University Council meetings.
b) Budget Implementation and Monitoring
-
Review and recommend budget approvals before system entry.
-
Monitor budget utilization and ensure compliance with approved plans.
c) Strategic Financial Planning
-
Collaborate with the Investment Manager on short- and long-term investments.
-
Coordinate development and implementation of the CUHAS Endowment Fund strategy.
d) Financial Policies, Systems and Procedures
-
Develop, review, and enforce financial policies and procedures.
-
Strengthen internal controls and financial management systems (ERP).
-
Ensure compliance with audit, taxation, and legal requirements.
e) Financial Reporting
-
Prepare and submit quarterly and annual financial reports.
-
Coordinate annual financial closure and audited financial statements.
f) Staff Management
-
Supervise, mentor, and appraise finance staff.
-
Develop succession and capacity-building plans.
Qualifications and Experience
-
Master’s Degree in Accounting, Finance, or related field.
-
Professional qualification (CPA (T), ACCA, or equivalent).
-
Minimum of six (6) years’ experience in a similar role, preferably in a higher learning institution.
-
Strong leadership, strategic thinking, and IT accounting system skills.
2. DIRECTORATE OF INFORMATION AND COMMUNICATIONS TECHNOLOGY (ICT)
Position: Director of ICT (1 Post)
Purpose of the Job
To plan, coordinate, and manage ICT services that support academic and administrative functions, ensuring secure, efficient, and cost-effective technology systems.
Key Responsibilities
-
Provide leadership to the ICT Directorate.
-
Develop and implement ICT strategies and policies.
-
Manage ICT budgets, projects, infrastructure, and security systems.
-
Ensure data protection, disaster recovery, and system reliability.
-
Represent the University in ICT-related initiatives.
Qualifications and Experience
-
Master’s Degree in Computer Science, IT, Data Management, or related field.
-
ICT professional certifications (CCNA, MCSD, MCSE) are added advantages.
-
Minimum of three (3) years’ experience in a similar senior ICT role.
-
Proven leadership, project management, and systems integration experience.
3. THE WEILL BUGANDO SCHOOL OF MEDICINE

Qualifications
