LOAN ITEMS AND ALLOCATED AMOUNTS

Successful loan applicants will be awarded a lump-sum amount based on their assessed level of neediness or as determined by the Board. The approved lump-sum will be distributed across eligible loan items in the following order of priority:

  1. Meals and Accommodation (MA)

  2. Tuition Fee (TF)

  3. Books and Stationery (BS)

  4. Special Faculty Requirements (SFR)

  5. Research/Project Expenses (PE)

  6. Field Practical Training (FPT)

Important Note:
HESLB provides loans as a lump-sum amount, not on a percentage basis. The approved lump-sum may cover all or some of the items listed below, depending on the applicant’s assessed need.


7.1 Meals and Accommodation (MA)

  • The maximum allocation is calculated at TZS 7,500 per day during on-campus training, based on the respective institution’s academic calendar.

  • Funds will be paid directly to the student’s bank account.


7.2 Tuition Fee (TF)

  • The maximum allocation is TZS 1,200,000 per annum.

  • The approved amount will be paid directly to the respective tertiary education institution as authorized by the Board.


7.3 Books and Stationery (BS)

  • The maximum allocation is TZS 200,000 per annum for books and stationery expenses.

  • Funds will be paid directly to the student.


7.4 Special Faculty Requirements (SFR)

  • The maximum allocation is TZS 300,000 per annum.

  • The approved amount will be paid directly to the student.


7.5 Field Practical Training (FPT)

  • The maximum allocation is calculated at TZS 7,500 per day for up to 56 days per academic year.

  • Funds will be paid directly to the student.


7.6 Project Expenses (PE)

  • The maximum allocation is TZS 100,000 per annum.

  • This support applies to selected programmes as specified by the respective institution.

  • Funds will be paid directly to the student.


8.0 MODE OF PAYMENT

All loan disbursements will be processed through the HESLB Digital Disbursement Solution (DiDiS). Successful applicants must register on the DiDiS platform through their respective education institutions.

  • Tuition Fees (TF) will be paid directly to the respective tertiary education institution’s bank account.

  • All other loan components (MA, BS, FPT, SFR, and PE) will be paid directly to the student’s bank account.

All payments will only be processed after the student has completed the required signing procedures through DiDiS.


9.0 LIABILITY OF PARENTS, GUARDIANS, AND GUARANTORS

9.1 Responsibilities of Parents/Guardians

Parents or guardians are required to:

  1. Confirm the correctness and accuracy of the information submitted in the application before signing.

  2. Sign the loan agreement form on behalf of applicants under 18 years of age to consent to the loan obligation.

  3. Ensure that students under 18 complete a declaration form consenting to the loan obligations and continue receiving loans upon turning 18 years. Failure to do so will result in discontinuation of subsequent loan disbursements.

  4. Contribute to their children’s tertiary education costs in accordance with the national cost-sharing policy.


9.2 Responsibilities of a Guarantor

A guarantor may be a parent, guardian, relative, or any legally acceptable person.

The guarantor is required to:

  1. Confirm the correctness and accuracy of the information submitted in the application before signing.

  2. Provide one of the following valid identifications:

    • National Identification Number (NIN)

    • Zanzibar Resident ID

    • Voter’s Registration Card

    • Driving License

  3. Ensure that the loan is repaid and remain aware of the beneficiary’s whereabouts until the loan is fully settled.

  4. Provide a passport-size photograph.

  5. Settle the outstanding loan balance in full in case the beneficiary defaults.


10.0 LOAN REPAYMENT

Upon completion of studies, loan beneficiaries are required to begin repayment of the loan as follows:

  • Through monthly deductions of not less than 15% of their basic salary, or

  • A minimum of TZS 100,000 per month, or

  • 10% of taxable monthly income for beneficiaries working in the informal sector.

In the event of termination of studies, the total amount disbursed must be repaid in full.

All loans shall be subject to a one-time administration fee of 1% of the principal amount issued.
