The Tanzania National Roads Agency (TANROADS) was established on 1st July, 2000 by an order published in the Government Gazette, Notice No. 293 of 2000 under Section 3(1) of the Executive Agencies Act No. 30 of 1997, with the expectation of witnessing a significant improvement in road maintenance and development with respect to quality, efficiency and cost-effectiveness. The Agency is responsible for the management of 37,435 Km of roads made up of 12,527 Km of trunk roads and 23,939 Km of regional roads according to the Roads Act No. 13 of 2007 and subsequent reclassification up to June 2015.
The Regional Manager of TANROADS Shinyanga, on behalf of the Chief Executive, is seeking qualified and competent Tanzanians to fill vacant posts for the project titled “Upgrading of Kahama-Bulyanh esperaba Junction-Kakola (73KM) Road to Bitumen Standard” under CONTRACT No. TRD/HQ/1057/2023/24.
The agency aims to recruit staff for the following positions on a specified contract basis.
POSITION: Environmentalist – 1 Post
Job Type: Full-time
Entry Qualifications:
- Must be a Tanzanian Citizen.
Holder of a Bachelor’s Degree in Environmental Science and Management, Environmental Planning and Management, Geography and Environmental Studies, or equivalent qualifications from a recognized institution. - At least two (2) years of working experience in a related field.
Duties and Responsibilities:
- Review the Construction Environmental and Social Management Plan (C-ESMP) to ensure compliance with the Project’s Environmental Management Plan (EMP) and relevant standards.
- Verify necessary environmental permits, licenses, and approvals, and continuously track legislative changes to ensure ongoing project compliance.
- Conduct environmental risk assessments and due diligence, including site evaluations to identify potential hazards or liabilities.
- Facilitate stakeholder engagement by participating in consultations with communities, government agencies, and other affected parties to address environmental and social concerns.
- Supervise the implementation of environmental mitigation measures, including waste management, pollution control, and resource conservation.
- Monitor waste management and recycling practices to ensure proper storage, handling, and disposal of all waste, including hazardous materials.
- Monitor and review progress reports to verify the implementation of approved environmental measures.
- Record, track, and facilitate the resolution of environmental or social grievances in accordance with the established grievance redress mechanism.
- Perform other related duties as assigned by the Project Manager (PM).
POSITION: Sociologist – 1 Post

Entry Qualifications:
- Must be a Tanzanian Citizen.
- Holder of a Bachelor’s Degree in Social Work, Social Welfare, Sociology, Guidance and Counseling, or equivalent qualifications from a recognized institution.
- At least two (2) years of working experience in a related field.
Duties and Responsibilities:
- Review the Construction Environmental and Social Management Plan (C-ESMP) to ensure compliance with the project’s Social Management Plan (EMP).
- Oversee the execution of the Resettlement Action Plan (RAP) and other social management plans.
- Facilitate the establishment and operationalization of a Grievance Redress Mechanism (GRM) and ensure its effective implementation.
- Coordinate local community participation in matters relating to the project.
- Monitor and evaluate the Social Impact Assessment (SIA) of the project to identify and mitigate potential social risks.
- Liaise with relevant institutions and stakeholders on matters pertaining to social issues.
- Perform other related duties as assigned by the Project Manager (PM).
Terms of Service
The employment contract is for a specified period of one year, renewable depending on the status/progress of the project.
Salary will follow the TANROADS salary scale, with additional site allowances as per the TANROADS Incentive Policy.
Successful applicants must be prepared to work for considerable lengths of time in Kahama District, where the project is located.
